It can proc, but only if it heals you. In our raids, for example, ret and prot keep judgements up as part of their rotation. I judge occasionally for regen and to keep JotP up. That doesn't make Trauma "bad" for holy pallies, it makes it likely that it'll be better for other healers in raid comps with lots of pallies. Likely, but not guaranteed.
